Car Has Power but won't turn over.

I know this is a commonly asked question, but I have read around and found nothing pertaining to my situation.

So here is some background info.
Car has been sitting for 4 months as I fix oil leaks and strip weight.
While the car has been sitting, I removed
A/C and all components with it
Removed Charcoal Canister and plugged up everything that was to it besides gasline
Removed Cruise control
Added an FMIC.

Now I get in the car to start it up for a second to see if I have surging issues because before I did due to vacuum leaks.
I turn the key to on position, lights on dash come up.
Turn the key over to start - and nothing...
I hear the starter make a little whine noise.
To recreate what is happening, you can go to your car and try to start your car without putting the clutch it, it is exactly like that.

Any ideas, battery was hooked back up like it was, black is grounded to metal. Positive is grounded to a 140amp circuit breaker. Please help with ideas, are any of the things I removed essential for starting? Is there something I am oblivious that I might have disconnected? Im all ears!
 
You might have accidentally unplugged the starter signal wire at its junction in the harness or off the connector on the solenoid. Check this first before you start to get into more complicated scenarios
 
I agree with sleeperX2013, your starter has a single wire clip that tells it to turn over. Mine was fairly loose and just pulling on the harness would pull it off the starter.
 
I got your pm. Trace the single 14 gauge signal wire coming off the starter it's black in color. Follow it back through the harness and you will find the junction harness. Its hard to give you an exact location of the plug because it sits in the middle of the harness next to the head above the transmission.
 
Thank you guys. So far I have tried bypassing the starter relay. Also tapped on the started with a hammer to check solenoid. Neither successful :(

Well this was BS, after going through everything. My starter went out..:ohdamn:
 
Did you try what sleeper told you this had happen to me as well was trying to find the problem for 3 days until I found this loose wire and actually took a pic of it.
