cant get idle lower than 1100-1300 rpm

I have adjusted the timing and the Idle just like the manual says, and I still cannot get it to idle lower than 1100 rpm.... what else could it be?

It could be a vacuum leak. Do a boost leak test.

Also could be a bad ISC. I know this was my problem when my first started my car it would idle at abou 1500 rpms.

it worked perfectly before, and after my engine swap, it started doing this
