Cant boost higher than 9psi.

I just bought a new boost controller, turbonetics mbc. No matter how i turn it i cannot boost higher than 9psi. At around 5500rpm it slowly creeps to 12psi, that's about all I can get. I'm thinking the wastegate is the issue. Can anyone elaborate? :dsm:
