can i use a 93 head on a 90 model block?

You may want to put your turbo cams in there though. I believe one is the same, forget which one(i think intake). The 93+ has smaller head bolts
 
so if i get it what do i need to do? take it to a machine shop and get the holes bored out to 12?

The dowels are what line the head up with the block, not the bolts. You can use a 1/2" drill bit to widen the holes. I've done it and know others that have without problems. More important is to make sure the head is flat.
 
I put on a 2g head on my 1g block last week, I didn't have to drill anything. The headbolts went in fine, just try it before you put it on... And like other people said, you may want to swap cams, and you'll probably need to bleed your lifters, or maybe upgrade to 3g/revised lifters.
