Can anyone tell me anything about this ecu?

It appears to be a stock EPROM and if those caps are blue they have been replaced in past as I believe the stock caps were black. I'd get the caps replaced any way as it's a pretty cheap to do and it is a EPROM worth the investment. It's from a 1991 Federal GVR4 Manual Transmission.

All the writing is from the junk yard and the "repair" shop that hacked the shit out of that ECU.
That's not the worst I've seen but it pretty close.

The good news, it is a Galant VR4 ECU.

Other than the fact that they used a different style caps, I don't think it's that bad.

As far as I can see in that blurry photo, that's the only thing that was done; right?
