took the turbo off today the seals are shot. if its not running a 100% could it make my car not have as much top end power? it doesn't want to rev over 6500 rpm.

You have no mods so I'm guessing 14b...The pressure will drop at higher rpms but should hold 16 psi..
You should be able to get to redline, but your maxing out your cams the higher you go..So power will not be made the higher you go..
Has your turbo shaft play? Burning oil?
its a small 16g. front mount. arp studs 3" downpipe. hods 15psi. but can't see behind me when i'm in boos so much smoke. ordered new big 16g today. ever since i did head don't want to rev past 6500rpm. didn't know if it could be a result of the turbo. but it holds good boost.
minimal shaft play, but yes burns oil big time. got a half quart out of my sidemount. oil coming out of every end of the turbo.

You definitely needed a new turbo. What are you tuning with?
