Bumper paint chipping and bumper cracking?!!??

I would start with a clear coat just to prevent further chipping. you could sand it down then paint it and clear coat it but if that's not an option then just buy a can of clear coat.

im kinda a noob when it comes to painting, do u have any advice/tips/guide/how tos , i know its probably simple, but my car looks great otherthan this problem so ### help and thank you
 
Was the car painted? sound like it was and they, whomever painted it, did not add the flex agent for the bumpers.

If this is the case, there is nothing you can really do, except pull the bumpers, sand the old paint off and go have them painted properly.
 
wonder if its chipping or peeling if its chipping then I would agree with bogus. If peeling probably just the clear coating coming off. When I first got my car, it was factory red but the front bumper and hood where peeling badly. Basically looked like a 20 yr old car from Indiana.

Its a literal crack that starts on the left side of the bumper and goes down a couple inches at a slant (it is the bumper not just the paint, but the paint around it is chipping)

if you end up going with the fixing it route might try a car quest to get your paint matched, can be quite expensive for automotive paint. posted the video for the sanding aspect and the prep before painting it. The guy who made the video was pretty through on what to do. however I tried to paint roll mine at first and didn't like the way it was turning out. If you use a gun you have over spray but the over all job turns out better with a little less sanding. if you are careful.
