no matter how much i turn the boost controller up i still can only build 10psi, any ideas

You may have a bad MBC, its possible. Try rebuilding it and cleaning it to see if that helps. Also, MBC's have a "sweet spot" in them. It could be adjusted too far in or out and may be out of its "sweet spot". I had this problem once.
