Buggered oil pan holes in block

Some previous owner of my car completely screwed up the oil pan bolt holes. There is only 1 or 2 using the original threads. The rest have either putty or crooked heli coils in them. It's pretty ugly.... What would be the best way to fix the crooked/buggered ones?

The ones with threads sticking out you can peel the heli coil out. Grab the end with needle nose and unwind. You may have drill out the others I don't know if they are hardened steel mabey a carbide bit in a dremel. They seem pretty tough though. With the crooked holes may have 1 size up and straighten.

could you weld the holes shut and retap them?

I think the insert route would be less expensive than welding because the block is cast iron and is more difficult to weld. Plus you would have to relocate the holes at a machine shop. steve has a good solution, watched the video. I would have a machinist do the job though because he could true up those crooked holes
