Brand new clutch and flywheel, slipping

I had an Exedy Cerametallic 3 puck in my car with an ACT flywheel. One day out of the blue the clutch just started slipping all bad. I figured it was time for a replacement so I bought a Spec Stage 3 carbon 6 puck. Put that in and all was good. About 5 miles into it the clutch starts slipping just as bad as the exedy. I figured well its got to be the flywheel right, its been through about 5-6 resurfaces so I figure maybe its finally wore past its usage point.

So I go out and buy a brand new ACT flywheel, same one I had before. Put that in along with the same Spec clutch. Go out for a drive and its still slipping just as bad! I really dont know where to go from here.

I am sure the clutch is engaging all the way. The fork lines up straight with the slave installed and pedal depressed. I removed the slave cyl. and messed with the fork by hand. There is free play in the fork and you can deffinitely tell when it makes contact with the PP. There is a good centimeter or so before I can feel the TOB hit the PP fingers. I have bled all the lines and tried adjusting the clutch with no luck.

There was no oil on the exedy disk when I pulled it out. Just appeared to have normal wear. Nothing out of the ordinary.

Pressure plate was torqued to 15 ft lbs. Bolted down in a cris cross pattern slowly to be sure I didnt warp the pressure plate. Step height on the new flywheel is unkown however, I called ACT and they say it "should" be stepped right out of the box. I was able to use my first ACT flywheel right out of the box with no problems.

Through those 5 miles when the new clutch was actually grabbing, I didnt drive the car hard or anything. I have broken in clutches before so I know the procedure.

If anyone has or is currently running this clutch please let me know, and with what flywheel you are using. I was also wondering about the step. Is there a special step required for the Spec clutches or something? I have ran this same flywheel with ACT and Exedy clutches and the same step worked fine for both of those.

Any ideas as to what my problem might be would be helpful.

It's my understanding that ACT clutches require a step height that isn't the same as the stock step height. And many people get the ACT clutch together with the ACT flywheel, suggesting the the flywheel is stepped for the ACT clutch. The SPEC clutch requires a stock step height, as far as I know.
