bov the culprit?

95 talon tsi awd. My turbos having alot of problems including alot of wierd noises. Today i leaned my head near my blow off valve and the one hose on the very top is loose. I can hear a constant hiss coming out of it. Could this be the cause of wierd noises im hearing and the turbo not pulling hard at all. Ive been suspecting the turbo going bad but it wont pull hard and is difficult to get fully spooled. You guys think this bov is the cause? And does anyone have a first gen bov with the pipe for sale
 
Get an aftermarket Boost gauge. Do a Boost Leak Test found Here

Try removing the vaccume line, cutting it about an inch and putting back on the BOV then zip tie it in place.

An air leak will cause a hissing or whining noise...

When you do a boost leak test you will find every point at which you're losing air. Fix those accordingly.
As to the bad spool...
Pull your intake pipe off and check the shaft play of your turbo. See if you can move the wheel side to side enough to where it hits the housing.
