BOV Leakage... maybe?

Well lucky and unlucky me I just picked up a 99 gsx and the first day i had it i began to swap all my ic pipes, intake, and 1g BOV, well my Tsi was running really poorly as if it had a major leak at the same time it badly needed tuning, anyways after swapping all my pipes over my tsi ran mint and my gsx ran like my tsi use to... so i began my quest today of finding out where a leak could be (pretty safe to narrow it down to a boost leak), i supected my upper S pipe because i noticed the flange was more skinner than the stock one and the bolts wouldn't tighten completely bc they would screw in too far and bury into the manifold... replaced the bolts with shorter ones... worked but no leak... so i continue, i spray brake clean over all the vac lines, no sign of a leak there... i took the bypass hose off the bov and at idle i could feel a good amount of air coming through the bov...
Now my question; should the bov be bypassing air at idle or is the spring bad inside and the amount of vaccum in the intake manifold pulling it open therefore leaking and therefore making my car want to studder way down in rpms when gas is applied quickly and released and overall killing any performance? If this is the problem does anyone reccomend replacing it with another 1g bov or going with another brand? The one thats on my car right now isn't brand new it came off my 91 eclipse when my previous 1g bov went bad when it was on my tsi?

at idle and under excelleration there should NOT be any air comming out of the BOV untill the vac pulls it open during shifting.
