Okay so i upgraded manual boost controllers and im pretty sure i hooked the vacuum lines up correctly and for some reason the boost wont turn up it only boosts the stock 9psi or w/e. not sure what it is if i did hook the lines up backwards would this be the result ?

Look up a diagram to verify that you have it hooked up correctly. Do you have a mechanical boost gauge? Make sure that it is hooked up as well.

If you have a aftermarket boost gauge and the boost controller hooked up correctly, then look for a pretty large boost leak... LOL

Get a boost gauge. Also if you think you hooked up the vacum lines wrong then you did check them again. If that doesn't work then time for a boost leak test.

I have an aftermarket boost gauge LOL and the thing is i had a shitty homemade boost controller on there before and then switched to stock mbc for a bit and havent drove it ### winter now i put a new one on and it wont turn up i dont think i have a major boost leak but ill check if i hooked the lines up backwrds

if your current boost is stuck at 9psi and doesnt drop off there is no boost leak im sure, the lines are just backwards.move em around and you should be good to go. a full turn on most mbc's is about 2-3 pounds.
