Boost keeps going past 11psi

Ok, I have a 1995 Talon TSi AWD

I recently installed a bunch of new parts and at first there was absolutly no boost controll and I took my wastegate actuator arm off and readjusted it and fixed the issue I thought , now if I am 50% throttle or less it will stay at 11psi , If I floor it, it will boost to 15-18Lbs of boost, I am reading boost off of the intake manifold also, why would this be happending at full throttle and not half? and it happens right when I press all the way down somtimes and it take a gear or two other times...

Here are the parts I recently installed

16g ported turbo
tube type header
remachined head
tube type o2 housing
3'' downpipe/catback
Custom hard licp and uicp

I have a mbc but I have not installed it . If anyone know why this is happening or has any tips let me know...

I think you adjusted your actuator arm to act as a boost controller, and set it too high. Try re-adjusting it to stock settings and see if that lowers the boost. I'm not entirely sure what you're asking.

^ I'm with Eric. Sounds like classic boost creep to me. Read the links he posted, looks like its time for some porting for you.

Yup, after reading up a little I think I have the classic case of boost creep.... damn that creep... it keeps blowing my licp off my jpipe... Would an external wastegate help this issue

Using T-bar clamps (unless you already are) will stop the IC pipe blow off problem.

An external gate is the definitive solution to solving boost control issues. Although, it sure does come at a price.
