My boost gauge reads -10 at idle and when reving the motor the boost goes to +10 boost is that right or is it supposed to go to zero when reving

Stock boost gauge or an aftermarket one? If it is the stock gauge built into the dash alongside the tach, don't believe anything it tells you, and get a real boost gauge, ie by autometer or such.

Its a aftermarket boost gauge why do you think it is going over to 10. Does it mean i have a boost leak!

Um, it sounds like a boost leak some where. it's supposed to be around 18 in Hg when at ilde. Any lower than that, and it's pulling air in from some where else. At that rate I'd almost guess it's going to be a noticeable leak. The other possibility is your boost gauge line is not sealed. I'd do a Boost Leak Test to see where the leaks are coming from. If it's a big one it will tear your turbo up because it has to spin faster to produce the same boost. Kinda like trying to drive a car on Donuts. It might make it up to 60 mph, but the car's running higher RPMs than needed to maintain the speed.

umm LOL it should go to zero unless your revving the crap out of it, but i have never seen 10psi not moving LOL.

Short of brake boosting. :p

You do likely have boost leaks, but seeing boost in idle isn't a shock. My bone stock (save hard pipes and a 1G BOV) '95 TSi AWD would show up to 12 PSI if revved quickly to 6k in idle.
