Boost Control Issue...

Ok, I have a FP Green with a 38mm wastegate dumped off the 02 housing. I also have a Hallman in cockpit boost controller, the newest one with the ceramic ball. Its hooked up so that it goes to the blow off valve and also to the intake manifold. My Wastegate has a 1 bar spring. My question is this, if I leave it at wastegate spring, it goes from 14psi - 17psi, if I turn it up to 16psi, it creeps to 20psi, and if I turn it up to 19psi, it creeps to 22-23psi? What gives? Do you think it could be a boost leak causing this problem? Maybe the tuning? Its not knocking, and Im revving to 8k. (built head with 272's). This is on a stock intake manifold and I think my throttle body may be leaking from the shaft seals. I have no Idea what is going on, but it seems that If I continually turn up the boost, it just keeps creeping..... Help please.

First question, is why is it going to the bov line AND manifold? Bov line is coming from the manifold in the first place.
