Boost 10psi in 1st gear, but no other gears hold boost. HELP PLEASE

My friend needs some help/advice...he has a RS with a hahnturbo kit on it, port and polished head, crane turbocams, oversized valves, and a frontmount....he has a manual boost controller and the wastegate spring is set at 5-6psi...i hit 10psi in first gear but only pull 5psi in all others...How would i bring those other gears up to 10psi without the first gear pulling more psi??? Thanks in advance...
 
could you get a dual stage boost controller, set the 1st stage at 10 or what its at now, and then set the other stage higher to make 10lbs? just a hunch.

what kind of exahust is on it?

He's running 2.5" w/ a generic muffler. He just got a full Greddy system to put on though....I didn't think exhaust would have anything to do with amount of boost ran in each gear?
