So first thing in the morning I will go to start the car and it will crank and turn over but if I don't continue to give it gas it will die out. Also when cruising in any gear around 25% throttle trying to hold a steady speed it will bog unless I give it some gas or let it off completely. I am going to change the fuel filter tommorow any other suggestions??

Sounds like its a bad MAF or a bad ECU. Try unplugging the MAF. Does it make it run any different? Do you have a check engine light on?

Changed the fuel filter and it seemed to run alot better but still when trying to cruise on the freeway at like 65-70 in 5th It starts to almost sputter also in other gears at around the same RPM band 23-2700 and yea I have a CEL but I don't know anyone with the right scanner the previous owner said it was because of the ac delete and no cat

All you need is a 12 volt light to pull the codes. It's not hard at all. Having no cat and the A/C deleted wont give you a CEL. At least mine has not. I would also check you gas tank. They tend to rust on the top and I have seen some with holes on the top that clogged fuel filter strainers.
