If and when i paint the headlight housing black for my 92 talon TSi the way it is instructed here on the forums, will it decrease the reflection of the light within the housing, like decrease the brightness, etc...????

No. What you are painting is a peice that is in the headlamp for cosmetic purposes. The paint will not be on the mirrors/reflectors for the bulbs.

They specify glossy black in the instructions, or at least it appears in the pictures they do. And it says "Mask the refective surface", so you still retain brightness. I think Ill do this when I do the conversion. There are some other threads on it too.
