Okay so today I just got my biss screw and IAC in the mail. I was wondering what would be the best way to install and idjust my idle back to 750rpm. I have read that when you install the IAC and you want to replace the Biss you need to turn the car on while having the IAC disconnected and then adjust the screw. Is this the process? how do I know I have set my biss correctly?

If you haven't removed your old one yet, you should be able to install the new one to about the same position.

Take a screwdriver, and screw the old BISS all the way in until it bottoms out. Count exactly how many turns it takes (3 to 3 1/2 is typically the normal range). Once you have counted the turns, remove the old BISS.

Now, install the new BISS by screwing it in until it bottoms out. Once you feel it bottom out, unscrew it however many turns you counted on the old BISS. At this point, if your car was idling properly before, you should be pretty close to where you were at.
