1G Battery fuse is causing parastic drain on battery

I have a 1991 Eagle Talon TSI, the battery drains to dead in a couple minutes and I pulled out every fuse and tested the battery, I found it was the 40AMP fuse that is called Bat. Which im assuming is for the battery, when that fuse is out of the car the battery charges itself a tiny bit, when i put the fuse back in it drains at the same speed it charged at. What do I need to fix in order for the battery to stop draining, or can I just get rid of the fuse?

And its not the alternator as i did all my tests with it removed.
 
The battery going flat in a couple of mins is a huge current draw or the battery is junk.

Think about it, you can leave your headlights on for hours and the battery won't be dead assuming it was charged up to start with.

Grab the 1G electrical manual and look at the power distribution diagrams. The start working down the chain from that fuse to see if you can narrow it down a bit.
