Bad wastegate?

I stuck a hand held vacuum pump to my wastegate and applied just under
23 in Hg. Manual says 11.1 psi for manual, and rod did not move. So i think it's pooched.
Not sure if i did conversion right from psi to in Hg. Not sure how long been running with it not working, curious to what damage can be done by driving with wastegate not working. Have had issues with car and rebuilding. For example my piston lands separated. So if any one can educate me on this that would be terrific, and as well proper applied vacuum in case i was way off. Thanks
 
Use pressure to move the wastgate acuator, not vacuume. If your wg was stuck closed you would know because your car would be boosting around 20 psi and run like shit, bucking, fuel cut, under high throttle because of to much boost. Or if it was stuck open it would take a long ass time to build boost from the turbo ( super lag).
