Bad valve seals impact performance?

As i recently had my exhaust manifold off i looked into the head to see if my valve seals were leaking since i was blowing smoke. Sure enough they are leaking. What im wondering is how bad is it to performance wise to have bad valve seals?? Im wondering on how big a priority i should make it.

You can easily over pressurize the crankcase which can lead to a lot of other issues. The important question is how did this happen in the first place. I blew my turbo and valve seals last year because my oil catch can froze on me, how are your pcv and breather valve routed? Dipstick popping? Oil leaks?
 
Im not sure how the valve seals went out, i would assume theyre were like that when i got the head over a year ago. I dont have a pcv valve, i plugged up the nipple from the intake manifold and have breather filters on the valve cover nipples. This dipstick does not pop out, i used to when i had a pcv valve on.
