My 90 talon has the following symptom it will start and idle poorly(400 rpms) then just die .
I have checked for leaks, bought a brand new throttlebody, bought a new fpr ,compression is 150 across all cylinders, fuel pump, everything I could think of even changed plugs. So I am starting to think that the cas is no good , how do you ckeck it to see if it is working properly or at all.

You need to have 12v applyed to it and see what kind of signal it puts out. Either that or just pick one up at a junk yard for a couple of bucks install it and see if that fixes the problem.

when I remove the cas and turn the ignition should I sell electricity coming from the cas ?

Tried to test mine never could figure out how. Try and get a known good one and put it in and see.

The ECU provides two signal lines pulled up to 5v in addition to the +12 and ground going to the CAS. When the CAS rotates to the point for the TDC markers (1 and 4) or one of the crank angle markers it pulls the respective line (TDC or CA) low. So what you should see is the lines pulsing between 5v and close to ground as you rotate the sensor.
