Auto tensioner pulley (brand new) locked up?

Il try to explain what i mean please bare with me...(brand new, tensioner pulley,auto tensioner, crank pulley, water pump pulleys, water pump, idler pulley, altenator, time and serpintine belt.)

The car is in time got that part down no knocks ect. When i put the tensioner pulley on it had to be turned a certain way too not rub on the water pump (two holes at 9 oclock like its supposed to be) i tightend center bolt tight and it spun freely. I tensioned everything turned the two holes a little bit passed 12 and even made sure it spun after it was tensioned after cranking it several times everything seemed to check out.
i started it and it sounded like two wrenches hittin together like a high pitched "tink""tink" and the sound speeds up with throttle. Oh and also my alt. belt keeps falling inwards off the water pump pulley dont know if that has relevance or not but i just dont understand what happend. I checked today and the timeing belt is unexceptably loose and i cant spin auto tensioner pulley. il be taking everything apart later today and seein what the hells the problem but id like opinions on what mightve happened all help is appreciated thank you.
 
First I don't understand how you could spin the pulley after it was tensioned.

From your description, it sounds like you put both holes past 12:00. If you did, the tink, tink sound is the tensioner arm bottoming out on the hyd tensioner.

The alternator belt falling off usually means a pulley isn't in alignment. Check the mounting holes for the thru bolt on the bottom on the alternator. If those holes are "wallowed" out it lets the alternator set at an angle and causes the belt to rub. Probably the major cause of the belt squeal on startup.
 
well i just took it apart and looked at it the auto tensioner never even engaged or at least it the tensioner arm never moved i put the alan back in the tensioner with no problem at all. what could cause the tensioner arm not to move?

Also at top dead center the belt is tensioned but when cams are at 3 o clock and 9 o clock the belt has alot of slack?
 
If anything was to cause that not to move in my opinion is that it is seized inside, if it's brand new, return it and get another!
 
everything is tensioned and good when i was hand cranking it but when i start it it does the tinking sounds and the belt starts going slack how do you know if the auto tensioner is doing its job?
