Altenator? Or something else? Please help?

So I really need to figure out where to go with this.

Alright, so for starters... I went thru the carwash last Friday. My altenator belt has been squeeling for months when It's cold out. The belt was all torn up, and quite loose. I replaced the belt. Tightened it to a good tension, and thought I was set. While driving, I was getting dimming at random. Then the lights would brighten again. All at random. I tested the voltage with the car running,a nd I would get 14.5v at idle, with the system LOADED.

Then all of a sudden at complete random, it would drop to 12v then go back up to 14.5v randomly again. No pattern at all. Just at complete random.

Now one other bit of information. The altenator was replaced no more that 35k ago, with a top of the line brand new altenator. Everything is spinning right, and just at random it charges or doesn't charge. no set pattern. Battery is BRAND new as well.

Someone give me something to go with here. I'm totally lost.
 
What about voltage regulator? Details on this? I've heard someone say it is internal to the altenator though? Is this true?
