air filter on vacuum line

why do people put an air filter on the this vacuum line, the one on top of this image.

Either set up a catch can or plump the top tube (back of the valve cover) back into the intake manifold nipple and make sure you have a pcv valve on the valve cover. For the one coming off the side, either go stock and put a tube from the valve cover back to the intake pipe, or set up a catch can.
