I got my other ECU today, and guess what? It didn't fix it! ha ha...I'm am quite disappointed

I knew it wouldn't. If our ecu's can't regulate boost in the first place, why would it have anything to do with it for an aftermarket system? The only time our ecu will cut boost(in essence) is when you start making too much and it cuts fuel.
In my earlier post, I was suggesting you spin the impeller to make sure that it is spinning on the other side when you do so, not necessarily that it does spin. I've heard of one story where a guy got an eBay turbo and the impeller shaft was split in half. He had no clue until he took off the filter pipe and his downpipe, spun one side and saw that the other wasn't spinning....Not very likely, but not impossible either. All of the same symptoms as you...
