Alright, knowing that the DSMtuner Sharks are probably going to rip me apart for this noob question, but..................
I noticed that ECMlink does not list V3 for 98-99 ecu's, why is this?
What are the best tuning options for 98-99 ecu's?
 
They are a different type of ecu so ecmlink doesn't work with them. They are flashable so you can just get the tactrix 2.0 cable and run ecu flash.
 
So I have looked at the Tactrics/ ECUflash.. Now does the Openport 2.0 work for the 99 ECU? What is easier to tune with? Do these have a function where I can disable the rear O2 plug so I can run my wideband? By the Way I am running a FMIC, Big 16g turbo from Godspeed, AEM Truboost, AEM Wideband, Walbro 190, 3 in. turbo back, Injen Intake, OBX pulley kit, tubelar manifold, new o2 housing. What do I really need to run a good tune with no problems?

Yes, you need the Openport 2.0 for flashing the 98-99 ECU.

Yes you can disable whatever you want quite easily.
 
Yes, you can disable the rear o2 sensor, but a better option IMO is to get a wideband that can simulate the narrowband o2 sensor so you can use the front o2 housing with a copper heatsink instead. It's much easier but you still have to wire in the wideband to both spots on the ecu.
Otherwise... you would have to dial in your ecu pretty carefully and run it in full time open loop then you could use the AEM in the fron o2 spot. (i believe the rear o2 will not have an accurate reading... anyone have any input there?)

Yes, get rid of the stock front o2. Either run closed loop with the wideband or run open loop; either way will allow you to adjust your cruising AFR's.
