95 GSX trouble starting

The car sat in my garage for a few months and now I have to turn the key a bunch of times (sometimes twenty - thirty times) before it will start. Sometimes the starter relay and starter will click and nothing happens. Sometimes the relay just clicks and nothing happens. So far I have:

-Checked and fully charged the battery
-Installed brand new battery terminals
-Installed a brand new starter and solenoid
-Installed new copper lugs to the starter and put the ground lead on one of the two bolts holding the starter in position to ensure a good connection.
-Checked the ignition switch
-Jumped the starter relay out of the circuit
-Jumped the clutch switch out of the circuit

After all of this I still have the same problem. Every now and then it will start on the first key turn but 99% of the time I have to turn they key a bunch of times. I'm at a loss here... Any ideas???

If you can hear the starter relay click then that we need to move down to the starter, if it is getting power (check it with a multimeter) then the starter is bad. It doesn't really matter if it is new because they can sometimes come right out of the box bad especially if it is a advanced/autozone/etc remaned special.

He said this happened before he changed the starter. To me, it's unlikely this would happen to 2 different starters.

The starter checks out fine. Any other ideas? Like I said sometimes the relay and starter both click sometimes just the relay and sometimes nothing happens at all.
