Well I have been troubleshooting my 95 TSI for a long time now. The car won't start anymore. The problem occurred when my lower intercooler pipe blew off while driving it. The car stalled, I started it again and it stalled after driving it again. So I pulled over, saw the pipe hanging off. Reattached it and started and drove no problem. I got home and parked the car for several days. I went out to start it again and it wouldn't turn over. I did a bunch of research.

I checked my capacitors on my computer, checked the fuel pump, both are fine. I bought a new MPI relay from our local favorite vendor and I put it in today. Tried to start, still nothing. I can hear the compression, nothing is blown. It just won't turn over? I checked spark and it appears okay. I even changed plugs.

Any ideas?
 
So here is an update, I finally had a break in the weather to tear into the car:

I did a compression test, it goes cyl 1-4 as follows: 180, 60, 135, 145

Initially I thought my head gasket is bad, but I have no oil in my water and no water in my oil? So then I thought maybe a valve was stuck open so I took the valve cover off to see everything, and it is working perfectly. The timing marks line up and timing is spot on.

I tried my plugs again, no spark. I am thinking I might have been silly when I said I had spark previously, but I could have sworn I did. Anyhow, I have no spark now.

I tested the plug leading from the CPU to the coil pack, it has ~9v leading into it, is that the acceptable number?
I did an ohm test to the coil pack like the Hayne's said and it was near specifications in the hayne's manual.

My plan right now is to try and get the car to sputter/run with the horrible compression and test it again in case a valve is not functioning perfectly and can be coaxed back into position. I really feel my problem is spark at this point.

Anyone else got an idea about my lack of spark?
