94 gsx wont spray fuel after head job

I did a head job on our 94 gsx eclipse after it blew the head gasket.I had an extra 2g head so I put that head on there,with an evo 3 intake manifold,and 2g header.it didn't want to turn on after all this was done. I checked the fuel pump its good,tried 3 different injector sets,good running ecu,coil pack,transistor,timing belt is on spot,and the silver box thing on the firewall.if I take the cas sensor out and turn the shaft by hand I can clearly here the injectors clicking.if I spray starter fluid into the intake manifold and turn it over it turns on right away. I know the fuel is geting to the fuel injectors and they click when I turn it by hand.so what's could be the problem be? One thing I do know is that after the install there was no power geting to the fuel pump so I rewired it.I have heard something about Relay that powers the fuel pump and the injectors...
