1G 92 4g37 starts but wont run

i have a 92 1.8l eclipse. i put a new pump in it and it runs nice when the pump is working, but it doesnt always work. when the pump is wired how its supposed to be, it gets power and pumps when the car is turning over and the car starts, but as soon as i let off the starter it doesnt get power anymore, so the car runs for a few seconds and then dies. when the pump is wired my way, as in wired to a toggle switch, the car starts and runs perfectly. ive ran through the wiring a couple times now and cant come up with anything as im a little confused. what do i do?

so far what im getting from my multimeter and a continuity tester is that the ecu and the pump relay are both getting the power they need, the relay puts out battery voltage when cranking, and 0.2 to 0.3 volts when the engine is running. i just hot wired the pump again to get it to run good and at the black/green wire that comes from the fuel relay after it gets spliced with the black/white wire from the ecu puts out 0.2 ish volts. i know it shouldnt be doint that because its not enough to run the pump. shouldnt it be getting battery voltage intermittently?

so i did a little investigation and realized that the ecu is supposed to ground with white/red wire coming from the fuel pump relay. it isnt doing that. the ecu is grounded good, and my understanding is that if the engine will run if i hotwire the pump, then the ecu should be good? im gonna try to bring it to oreileys or something and use their code reader to double check. are there any sensors that i should be looking at or is it just the ecu?
