91 laser boost falling off

My friend just bought a 91 laser turbo from another friend.. He bought it with a blown stock turbo, the engine has 75k on it.

My friend bought a 16g turbo from slowboy..
When we run it without hte boost controller and set it up stock, it runs 10psi strong..

However whenever we put the boost controller on it spools to 15psi, but falls of at like 5,500rpm to like 10-12psi..

Could it be the BOV or somthing else?

With the stock turbo the car was running 18psi for a about a month.. Dont see why we are having problems at 15psi on a new turbo??

I found out it spools to like 20-25psi with the boost controller on it...

No matter if we turn it all the way off or turn it up a little.. think we need a new controller?

Are you thinking maybe we have vacum lines out of order?

We have it setup EXACTLY how it was before with the stock turbo, and back then the boost controller could limit it to 12psi and 18psi is what he had it at.. I know it worked back then
