boost falling normal?

I have a 90 fwd turbo plymouth laser and I have done all the maintence on it like timing chain, valve cover gasket, fuel filter, spark plugs, wires, pcv valve and i also did all of the free mods including bcs removal, intercooler cover, hacked mas, empty catalytic converter. My mods on the car are just a boost gauge, K&N and a 3" catback. Also checked the compression and got 170 on all 4 cylinders. Now my question is the car suppose to drop in boost? Like it will hit 14 psi and drop to 12psi and stay there? Do i have a boost leak because my idle is consistant at 1,000. Or could it just be that its cold because i tested it out tonight when it is cold?
 
I wont say for your Particular vehcle but it is pretty common for mine to spike (thats what its called) with my joe p mbc 2 psi more then fall back and hold steady so i assume its pretty much the same thing happening with the bcs still controling it
