1G 90 shift cable and levers

All shifter parts must match. If you do not want to change the levers and brackets on the transmission then yes, you must use the 91-94 shifter cables and base.

No, you don't need to remove and replace your 90 shift base and cables to use the 1GB transmission if your 90 has everything, the shifter base, cables, cable mount bracket, cable mount bracket base and the selector arm. To remove the selector arm's pin is PITA if you don't have a air hammer. And keep in mind that the pin would slide out only one way, when you remove it's from the firewall side to radiator side. You can find some post in here.
In case if It's difficult to swap the arm, probably modifying the 91-94 longer arm to match the mounting position of the shorter 90 would work. Like cut and weld, or drill a hole and make pin to change the mounting position. The 90 arm is shorter than the 91-94.

The brackets on the trans must match the levers on the trans. The angles are too great and cause binding.

the trans side bracket and levers match but there is a bit different offset on the shifter bracket which is what Im wondering about.

I might not be understanding your question. The shifter base in the car must match the levers on the transmission. The ratios are different. One way you don’t get enough throw. The other way too much throw and the bump stop on the shifter base doesn’t work properly.

Do not mix. As I mentioned already that you use everything that have already been in your 90 (Assuming the car was running well before). What you need to do is replace "only" the transmission and use all accessories that you have in your 90 including the selector arm.

I’m a 90 owner with a Jacks 91-94 trans, so I swapped out my shifter base/cables to a 91-94 and guess what…no issues

I'm a '90 owner, too. I had been using the 91-94 transmissions with 90 shifter base, cables, bracket, bracket base and selector arm. The thing is not complicated. Just use all 90 or 91-94 matched components without mixing up.
One more thing we should tell OP is OP's t-case is probably 22 spline unless it has been swapped. So he may probably need a 23 spline t-case in case if he doesn't prepare it yet. Or swap the output shaft with a 22 spline.

That’s right I also swapped to a 23 spline 91/96 tcase, Hiroshi, i highly respect your input, however I’ve come across quit a few old threads on hear about guys mixing and matching 90-91+ transmissions/linkage and having shifting issues, I agree it’s possible to make it all work, I just felt it would be less headache in the long run to match the specific said parts to the specific said trans
