i was removing the old bolts on the rods to install the new ARP and while i was doing it i noticed something that got my attention. As you can see there is a difference in one of the rod cap where the lower bearing goes (marked in red)

There are 3 that are the same but the one marked in red is different, is this normal or should i be worried? the engine was owned by someone else before i decided to rebuild it s

If they were resized by a machine shop like the fresh hone marks indicate, they should be fine. If you are installing the arp bolts after the shop already resized them however, you'll have to have them redone with the arp bolts.
Yes I bought the ARP bolts after they were resized to .10 as same as the crankshaft was. But does the groove I show in red circle has to do anything with the bolts? My main concern was never the bolts, just that thing I see differently were the bearings go. Why is it different than the other 3?

It doesn't matter, it's just how the bearing retainer tab recess was cut.

Also, rods are never sized to anything other than stock. For a .010" cut crank the bearings are just thicker. You'll need to have them sized again if you change bolts. If you change bolts, the big end of the rod will no longer be round.
