I don't know if you have your answer yet or not, I would say they are repairable you may check the vfaq.com and see if they have anything there. However given the risk involved with the balance shafts I would try to delete them from a personal stand point. If you are in your motor all the time and have time to change the balance shaft belt and ensure it is never going to snap on you. Then it is worth it but me personally I would rather fix an known problem and enjoy a more reliable motor from deleting them.
 
The only repair sleeve that i know of for the balance shaft is for the front and it goes on the shaft over the seal surface to get rid of the groove. What exactly did you find, and what exactly is it supposed to be doing?
