1G 4G37 Radiator fan troubles

So my radiator fans are causing problems. I bought the car used and one of the fans dont work and the other one is wired directly to what looks like the ecu for direct power. So it is constantly on. When i turn my car off it acts like a generator and makes my car deisel a little bit and then shuts off. So i disconnected the fan that was wired directly to the ecu and the deiseling was fixed but now i need to know how to fix the real problem with why my fans dont work properly and how to wire the one properly. Anyone know? Thanks
 
What car do you have? There's no way your ECU would be powering the fans directly. You would have blown the ECU. The fans are powered on by a relay that is powered by the ECU however when a certain temperature is reached. I'm assuming the other fan that you think is not working is your AC fan. That usually doesn't turn on unless the AC is turned on or a preset temperature is reached.
 
I agree with a possible blown fuse. You need to first verify that the fuse isn't blown and second locate the original wires for both fans and make sure that there are no exposed wires that could possibly be touching the chasis or anything that could cause the fuse to blow. You are going to have to run down the problem through process of elimination to get those fans working properly. In order for us to help you solve the problem you it would be helpful to post pictures as they can speak more words than you can type!
 
Both fans have relays. For the stock 1g fans factory wiring, the condensor fan relay (AC one) is turned on with the AC. The other fan relay (radiator fan) is turned on by a thermo switch on the bottom of the radiator.
