I have to set my TPS still, but my BISS in screwed all the way in and it still idles at 3k, and my Throttle cable is loose, with no leaks from what Ive found with spray can.

I was just wondering that when the radiator fan kicks on the rpms die WAY down and I wanted to know if this means something is up with the ISC, I thought it did the opposite.
 
TPS is set, BISS all the way in (couldnt adjust idle because of high revs), ISC terminals were all about the same during testing, and base timing is about as close as I can get it, also took off the TB and cleaned it out and adjusted the closed throttle switch so that the plate closes completely 90 degrees. Im stumped, actually pissed, Im gonna just block off the FIAV because even when the car warms up the idle doesnt change at all.

Ill report back in a couple hours once FIAV is blocked, I am gonna leave the ISC alone though.
 
in between the intake and the calve cover on the 90 the 2 throttle cables are attached by a little clip, check that clip to make sure its not letting the cable move. also when the fan kicks on my rps drop to its just ### the car is loosing power from the fans, make sure your altinator is always pumping out 14.4v at idle if not try a 90amp altenator that works for me ..

Understood. My alternator and battery are both brand new, and as far as the throttle cable, I disabled my cruise control so there is only one cable and Ive been doing all this with the throttle cable off just to rule it out.
