2g ecu sounds like old desktop computer processor?

Hey guys Not sure why but after disconnecting the battery to work on my car i notice when im done and drive around or even at idle my ecu sounds like a old desktop computer from 1994 . it sounds like this YouTube - The recovery of an old computer.

Turn the radio off or change it from the oldie's station.

oldies station !! i thought it was my radio so i took the head unit out completely even took off the side panels so i could hear better .

No one has had or heard of this issue?
