2 ecu's burnt out, car runs like Sh*t why ecu problem

First of off I have 91 awd turbo talon with some mods. The ecu is burnt out and chips IC 104 though IC108 I believe. SO I bought another ECU and drove the car for about 45 miles and started to at up again take it back to the shop and the ecu is burnt out again these time only chip IC105 is burnt out WHAT does this chip controls. The car acts like it has a boost leak or fuel problem now and it acted the same way the first time the ecu went bad as well.

I assume you didn't replace the bad ISC after the first ECU burned up and now you burned up another.
I have seen IC105 go from the capacitors (C106) shorting out the trace but the rest don't fail unless something is causing them to burn up.
 
I don't want to sound stupid or anything but what do you mean by isc?
 
how can I test the iac to see if it is good or not? Or is there no way of knowing?
