I have a 1991 Eagle Talon that I just got done installing a 2G MAF, go figure it does not run.

I pulled this link: 2g maf on 1g tsi

Which gave great insight as to why it was failing but my question is:

I recently bought an EPROM with a v2 DSMLink installed in it with the intentions of sending it out to get a v3 chip. Currently I do not have the funds to do this but I would like to get the car back up and running. Can I use the v2 DSMLink to Tune it to where it needs to be?

Yes, the V2 version of DSMLink will work fine for that.

The question is did the car run fine before the MAF swap?
Was the MAF from a running car so you know that it works?
Did you splice the 1G harness or use an adapter cable?
Are you using the DSMLink ECU now and do you kn ow that it's 100% operational?

The MAF swap itself if successful shouldn't keep the car from starting but it wouldn't run very well.

A log from link would go a long way to figuring out what's going on.

Corvette MAF plugs right in I think, you can get wiring harness adapters online or splice in, maybe try that, vroom vroom

Also maybe spray the wire inside the sensor with electronics cleaner, if it's dirty it will send the wrong air flow values, be careful not to hit it and don't wipe it with anything, just spray with electronics cleaner. I've got a 1990 and it's hard to get at, that's why I'm switching to corvette, much easier to clean.

Must be getting cold up north slowing down the cognitive functions.

No GM MAF just plugs in to a DSM. You need a MAFT or ECMLink and cable to use one.
The Karmen sensors in a DSM don't need cleaning. Spraying electronics cleaner into a DSM MAF at best does nothing for the sensor and worst case damages it.

I bought the MAF from a guy on the forum that said it worked fine. The car has started up a couple of times, however it has been very rough and dies shortly after. To me it sounds like its running rich or lean which would indicate the wrong F/A ratio.

The car was running before I installed it so I'm pretty sure that the new MAF is causing the issues. The person that I bought it from had the 1G plug installed on it but it would probably not hurt things to once over it and make sure that all of the wires have solid connections.

For the corvette swap, is there a certain yearly timeframe that I need to look within?

I plan on installing the DSM Link this week on my laptop and getting it to run but right now its going into the old NON-EPROM ECU.

It won't run properly with the 2g MAS and no compensation in the ECU. The 2g MAS reads the airflow about 20% higher than the 1g MAS reads that same amount of air coming into the motor. So you will have about 20% more fuel being dumped in there and run really rich!

You have it confused.

The 2G MAF flows more air than a 1G MAF for the same MAF HZ values output.
It also has a different airflow curve than a 1G MAF so the difference between the two isn't a linear function. Because the 2G MAF will output a lower MAF HZ count for the same airflow as a 1G the ECU will inject less fuel making the mixture lean vs the standard MAF, that's why people claim it can be used to correct for larger injectors that spray more fuel for the same pulsewidth. MAF causes lean condition + Injectors causing rich condition ~= normal AFR (in theory).
