Resolved 1G fuel pump not turning on when I turn the key on. Bad MPI or bad ECU?

I am having trouble with my fuel pump turning on when I turn the key on. my car is a project so it doesn't run anyways so please don't ask. I am getting closer to starting. Actually just need to set timing and turn the key. Once I installed the fuel pump I realized no power. I tried searching but the threads lead to no where with no defined answers.

This is what I have done

12v to pin 3
Ground to pin 7
Once I do that the mpi clicks closed for the fuel pump side.

Once plugged in with key on and a test light. I get power to pin 3 and 7 but the relay doesn't click on the fuel pump side.

When plugged in I can manually push in the mpi and you can hear the pump turn on.

I also took the light into the engine bay and my cas, tps, coils are all getting power.

This leads me to believe the ecu is good due to the boost auge goes to zero and cel for 5 secs. Also considering if I manually press the mpi the pump operates.

Would it be safe to say that the fuel pump side of the mpi is messed up or is there some other thing I could try before I just run a switch to the pump and call it a day

I believe the engine needs to be turning over for the pump to trigger in these cars. I'm not sure from your post if you are cranking the engine while you are testing.
