Not really, the turbo ecu has a knock sensor circuit and the n/t doesn't. It takes alot of work and time to convert the n/t to turbo.
 
What the other guys aren't saying is that the circuit board between the two is the same but how the circuit board is populated is different. The biggest difference is the NT ECU doesn't have a knock boarc but their are a handfull of other differences. If you have a turbo ECU to source the parts from you can convert the NT EPROM ECU to a turbo one. It takes some time so it is expensive but less so than buying a EPROM ECU.
