1g bumper installation-Need Help!!!

I'm in the process in putting a drift style bumper cover on my '92 Talon, and I would like to know if I have to take the steel bumper off the car, modify it, or cut the bumper cover. The bumper cover will not fit of the steel bumper as it is right now. The steel bumper is bigger than the gap in the cover. I'd really appreciate input from others who have done this before. Pictures would be helpful, too. Thanks.
 
99 percent of body kits require the bumper reinforcement to be removed. Which is NO GOOD. Maybe u can custom make somethin that will still give a little protection to your car.
 
I was thinking of getting a piece of square tubing that will fit in the bumper cover and bolt it on there in place of the factory bumper. That bumper won't do any thing for an impact over 35mph anyways, will it? Hopefully I'll never need it, knock on wood....but I don't really like the idea of taking it off completely. I'd kinda like something there to bolt the bumper to also.
 
Here's a picture showing where it's hitting. I've taken the bumper support off and the bumper support bracket itself is too low, it's visible through the hole in the bumper.
