1G A/C compressor on but idle low ISC valve not working compensation for A/C

I have 12 volts on pin 7 so we are ok
Pin 65 send ground to activate A/C relay

However the ISC valve does not work.
I replaced it and no changes.

Does anyone know what could be bad in the ECU? I opened it and everything seems good, nothing burned or something

Ohm your ISC (lots of information on here), and look at these driver ICs in the ECU . These are what go if your ISC shorts out . They don't just go randomly

Capacitor leakage causing damage to the idle circuit in the ECU. Part of the idle circuit trace is directly underneath the front-most capacitor that is easily taken out by corrosion or an inexperienced technician replacing capacitors.
