Resolved 1997 Eclipse Spyder GS bucking while driving

1997 Eclipse Spyder GS 5 speed.

Got the car back from a shop that fixed some fuel leaks, vacuum leaks, and injectors weren't all the way in. I took it in as I couldn't get it to turn over after installing a new fuel tank, pump, and filter. They got it to idle. When driving the car, its as if a switch is shut off and loses all power and then 1 second later it surges back on. It does this in all gears and every 10 seconds to 45 seconds, making it about undriveable. I thought it was because i only put 2 gallons of gas in, so I filled up the tank halfway to ensure the pump was getting fuel. They would not work on it further as they think it is electrical related.

Any insight on what sensors to check?
 
When on the accelerator past maybe 70% throttle, it does not buck.

When downshifting through the gears, it does not buck.

Only cuts in and out when trying to maintain a certain speed and throttle input is minimal.

Going to upload a few videos to show what I am talking about. Maybe the throttle position sensor is what I should be checking first.
