2G 1996 Mitsubishi Eclipse GST no start no crank

So I have a 1996 Mitsubishi Eclipse. The previous owner brought the car as a shell and put a 97 engine and trans inside of it. But he said ECU wasn’t getting power. Fast forward to now I have changed the battery, the starter and the ignition switch starter. Change out all the fuses that was incorrect or missing. Check to make sure I’m getting power to the starter and alternator.

When I put key in ignition and turn to ACC I have dash lights but when I turn to ON I just hear a clicking sound and I don’t hear my fuel pump priming.

Any ideas what could cause it not to crank.
