420A 1995 Mitsubishi Eclipse GS no start

I have a 1995 Mitsubishi Eclipse GS, the ECU got stolen out of the car. I went and bought a new one from a junk yard, I made sure the numbers were the same as the the old one. I plugged it and and have no signal to the coil pack. I plugged a scanner and and it's not reading the ECU an all.

Is there anything I am missing? Any help would be greatly appreciated thanks

May need to be taken to a dealership to have the ecu flashed. or the ecu may just be bad. what model car?

It's a gs with a Manuel transmission

Junkyard said it came out of a running car and it started the car one time then nothing

Got neither ecu and same problem only this time I'm getting a loud humming noise from the ecu any help would be appreciated
